Satsuki Kurogiri, a Master of Babel.
The Unified Language (統一言語, Tōitsu Gengo?), referred to as "The Book of the False God", is the language of ancient Babylonia, a time when no other languages existed and no distinction was made between the speeches of humans, creatures, and living and non-living things. The "truth" spoken before humans became scattered across the world can directly draw from the records, memories, and phenomena recorded in the Swirl of the Root.[1][2]
Characteristics
Babel comes from the famous Babylonian tale. Humans created the Tower of BabelWP to reach the heavens, but God grew angry and destroyed the tower, along with the language. This language was the Unified Language that is able to communicate any kind of concept.[2]
With the Unified Language, one can give meaning to and speak of every single phenomenon in the world, speak with any creature in the world, read people's pasts, completely and absolutely hypnotize others, redefine aspects of a location, and place all of creation under complete hypnosis.[1][3][4]
The Unified Language speaker, known as a "Master of Babel," is spoken directly to the meaning that is recorded by the world, akin to the Akashic Records, but a wave phenomenon that exists on a lower level than it. When the Unified Language speaks to a phenomenon's meaning, the phenomenon itself is compelled to obey. The receivers must obey the speaker, known as a "Master of Babel," unquestioningly, as to deny it is to ontologically deny the very structure of reality, the very fact that oneself exists in the world, and thus impossible. An absolute language, that starts from statement and then proceeds to become truth. The ultimate form of hypnotism.[3] If a target is also connected to the Root, such as Shiki Ryougi, the target can somewhat resist its effects, but not fully.[4]
The ability is framed as the polar opposite of the Mystic Eyes of Death Perception. While a user of Unified Language draws on Akasha to record and recall the past, a user of the the Mystic Eyes of Death perception views the many potential future ends. One observes only the past, the other observes only the future; in essence, they are two sides of the same coin.[5] The Unified Language is directly compared to Shiki Ryougi's Mystic Eyes of Death Perception by Kurogiri, with him stating that her connection to the Root places her on the same rank as his words.[1][4]
It is considered several ranks above Divine Words in "power."[2] Even though the movie showed that one could make Satsuki's ability useless by covering one's ears, this was specifically stated to be a non-canon element of the movie, since the Unified Language connects to the soul itself. While there is no stated time limit in the original novel, in the movie version, Nasu states the effects of Satsuki's hypnotism generally lasts about a day.[6]

In the Movies Q & A Pamphlets, before the events of Kara no Kyoukai, Satsuki Kurogiri managed to learn the Unified Language from his contact from the fairies.[7] Currently, he is the only living Unified Linguist.[1]
Melty Blood
Dust of Osiris, a potential future version of Sion Eltnam Atlasia, created from remnants of TATARI, is also a Unified Linguist.[8]

That lost truth is what God's Word has learned, the original language that was shared among all who dwelled in this world before the Tower of Babel. We call this the Unified Language." Touko Aozaki: "If it were just a normal language, then yes. The fact that he can communicate with beasts and rocks doesn't mean that he's speaking to them directly. Instead, he speaks to the world itself. Think of it like an ontological hierarchy. As long as 'I' exist, there will always be an Aozaki Touko above me that exists within the world itself. If he were to use the Unified Language on me, I would have no way of resisting. If I were to reject his words, that'd be equal to denying the fact that I exist in this world. The very words he utter become an irreversible truth. God's Word is capable of placing all of creation under complete hypnosis. The memories that we humans possess, are also recorded by the world itself. It's a similar concept to the Akashic Records, but this is a wave phenomenon that exists on a lower level than it. You see, one of the possible methods of deciphering it is the Unified Language. That's why Kurogiri's able to gather memories that have already been forgotten. He isn't drawing their forgotten memories out of their brains, but rather from the record the world stores of the past. In the present day and age, he's the only person capable of accessing the various recordings of the past that our world has kept in store."
